Popup building shares the same builder surface

Popup building now follows the same builder surface as page construction inside SGEN. This reduces tool switching and keeps more of the design and content workflow inside one system.

That consistency matters because it lowers friction for teams building multiple kinds of front-end experiences. A shared builder model is easier to learn, easier to document, and easier to operate.

For launch, it is a useful example of SGEN keeping more capability inside the platform rather than spreading it across disconnected tools.
